ELECTION PRIMARIES are NOT civic functions; they are choosing the representative the private corporate club chose for you. Private corporate clubs decide whom you get to vote for, which laws are followed, when and where conventions are held and which delegates attend.
Republican and Democratic National Committee are actually umbrella groups, with member parties from the 50 states, DC and the territories. Often, they are separately registered structures, such as the national campaign committees to elect party members to the Senate and to the House of Representatives. Clubs exist because a group of people came together with a particular mission. Most private clubs are non-profit corporations. Exempt from taxes under the IRS code 527. Clubs exist to socialize with like-minded people, to play golf, to play tennis the way THEY want it played, or to put in office like-minded people they want to be in office. 527’s can be and are, independent political action committees. Local political parties are structured differently, based on their state laws to align with the wishes of the members. Then costs can be outlined and a budget built to accomplish their mission. An organization wanting to run the country may be national and consist of many local member clubs. Such an organization may hold an annual meeting where each local club can send delegates, or representatives to vote on behalf of the club, to their club’s national convention.
